The one with the long skirt and the dust mask is a "Yankee," a gangster girl - they wore extra-long skirts to hide the bruises from fighting and dust masks to be nominally unrecognizable, IIRC.

Now that you mention it, the 'SARS' girl did make me think the same, but upon my umpteenth viewing of Kamikaze Girls, in the last scenes with all the gangster girls surrounding Ichiko, I DID see a girl with a mask like that and similar outfit!
